El Sr. Benoit es el Director General de Regulación de Carbono y Datos de Emisiones en el Ministerio de Medio Ambiente de Quebec y la Lucha contra el cambio climático. Mr. Benoit has been appointed in 2021 as Director General of Carbon Regulation and Emissions Data at the Quebec Ministry of the Environment and the Fight against climate change. His team is responsible for the administration of Québec’s cap-and-trade system, its GHG emissions inventory, as well as Québec’s regulations with respect to halocarbon and the mandatory reporting of air pollutants, including GHG emissions. From 2013 to 2021, he was Director of Québec’s carbon market at the Ministry, which he joined in 2003.
He represents the government of Quebec in several international and bilateral partnerships and fora pertaining to carbon pricing and is a member of the Board of Directors and Treasurer of WCI Inc., a non-profit organization created to support the implementation of WCI’s Regional Cap-and-Trade Program.
Mr. Benoit was part of the original team of American states and Canadian provinces that designed the WCI’s Cap-and-Trade model program in 2008.
